encrypting voip calls privacy police spying

If the call stays digital it opens the door to encrypting the call, doesnt it? Would that be a good thing for people to do as a regular thing, even if they are just chatting about the weather? I mean, given that privacy is disappearing fast, would it help to delay the coming of the police state?And who is to blame here? Government, who is always grabbing more and more power, until it stopped?
